Born in 1941 Bulgaria, İsmail Akmanoğlu graduated from Eyüp Highschool and completed his bachelor degree in 1966 at İstanbul University Law Faculty with honors. He is registered in İstanbul Bar Association with the number 6240 in 1969. He was also a Delegate to the Union of Turkish Bar Association.
